Conservative lawmakers in the Ugandan parliament are once again pushing a bill that would make being lesbian, gay, bisexual or transgender a crime that is punishable by death.
This gruesome legislation would strengthen an already brutal Ugandan criminal law against homosexuality by introducing the death penalty for "serial offenders." People suspected of homosexual activity or individuals found to be HIV-positive could be tried and executed under the law.

This isn't the first time this brutal bill has been debated in Uganda. Lawmakers tried to push a "Kill the Gays" bill last year, but a massive outcry from activists in the U.S. and around the globe forced Ugandan President Yoweri Museveni -- who had formerly endorsed the bill -- to form a commission to investigate implications of passing this legislation. As pushback intensified, the commission recommended that the legislation be withdrawn.
But recent political uprisings in Uganda have given conservative lawmakers and religious extremists a veil of violence and confusion that has given new life to this horrendous bill.Even though the last parliament did not bring the bill forward for a final vote, the bill's sponsor remains committed to seeing it passed in the next parliament.
If President Museveni publicly vows to veto the bill, he could put an end to this madness. But it's going to take a massive outcry from international activists to make it happen.
